The best host will be yourself with a little bit of learning. 2nd best will be a friend that can do the same. 3rd best will be Nitrado, because iirc no other paid servers are allowed due to their deal.

I've managed to modify all these settings on my Nitrado node.... It's the same as SE, the same settings in both Game.ini and GameUserSettings.ini work and apply properly.
